Keep good copies of your submissions - and I would consider a method of dating them. This is worth another thread, but I did once hear that an unopened date franked (mailed to yourself) copy stands up in court fairly well as a cheap means of proving your idea was stolen.

Very simple ideas like this one could help us facing the business jungle.
Do you have some additional suggestion or experience?

Also if you have an accountant or a lawyer, you could post it to them registered mail (keep your receipt), and either have them keep it unopened, or note their receipt of it, and keep it unopened yourself.
I would look for an envelope that prohibits easy opening too.

I don't imagine I will ever need to do this, but I guess if it is a major proposal, it could not hurt - especially when it is only a few dollars.
