Also if you have an accountant or a lawyer, you could post it to them registered mail (keep your receipt), and either have them keep it unopened, or note their receipt of it, and keep it unopened yourself.
I would look for an envelope that prohibits easy opening too. I don't imagine I will ever need to do this, but I guess if it is a major proposal, it could not hurt - especially when it is only a few dollars.
