This sculpture is beautiful. What's the material of this public sculpture, stone or some composite?

I believe this piece was constructed of small, steel plates welded together and painted. The artist is a professor at a local college there, though I've forgotten his name. Had a good conversation with him at the sculpturewalk opening though. I think he said this sculpture was inspired by watching seagulls while he was vacationing near the ocean.

great stuff. shiatsu for the mind. I wonder if it would flow better if the surface texture wasn't rough ( although can't really see what is really going on from here)
